I dont know if this is the right place but on the generic pa's that big open area on top is considerd out side so you cant place any thing there but you also cant put any of the out side stuff there cause its in a building. This is the first time ive actually noticed the pa forums and thought id get some feed back since i cant find anything about it maybe some info on this would be good.

Unfortunately, all the PAs have roof access and encounter this problem. I'd like to see it so we could decorate those areas because I'm sure we'd see a lot of creative stuff. Setting it up for ceremonies, PvP areas, etc.. would be very nice. It's in our wishlist for things we'd love to see in the game.
I think it's also an Architect wishlist type item as well since I'm sure they hear it all the time.

You can put trainers, streetlamps and terminals on the roof.

That you can, but you'd have to be Mayor and in a Player City to do it. You can also place mission terminals on secnod story balconies as well. Kinda fun when you find a mission terminal floating in the air when a building decays.
