Is there some "hidden" cycle that I am waiting on, is it bugged/not working?

For the halls / structure factories to convert to the new lots, you have to be the owner and pay maintenance on them. Once that's down it should reset the lot count. It may not show until the next server restart though. If you paid maint and waited for a restart and still no reset lots, then send in a ticket to a CSR so they can look into it and hopefully get it fixed for you.

Thanks for the reply, I just paid 5K to it, and whala, it converted, not like it actually needed the maint.

Since it's a PA hall, you can always take back the 5k now if you need it too! Glad I could help
