Can I make a guild of one and still be ok? or is there a minimum number like there is for a city?

You need five (5) people within a week otherwise the system disbands you guild but does'nt do anything to your Guild hall. If u just want a guild with you in it then you can just re-create itevery week but this i think thiswould become tedious and why would somebody want a guild with 1 person in it? Anyway hope that answers you question
