Thread: Proposal for Changes to Player Associations
Hi All,
I figured I'd post a proposal for changes that should be made for Player Associations in the game. Personally I think that there are many issues that should be addressed and probably even more than I'm writing about here. I'm hoping to get alot of responses and hopefully someone WAY up will see this post and take some of our ideas and comments and put them to good use. So please keep this thread alive and try to make some constructive comments and throw in some of your own proposals or additions.
Proposal...
1. A guild should have one leader
- this is a given. It already occurs.
2. When a guild is established it's initial creator will be it's leader by default.
- no members and no council at this point.
3. Upon creation of a guild, the guild leader will have one week to appoint a council.
- the council should be an even number, so a minimum of two not including the guild leader.
- the council is meant to help the guild leader in maintaining the guild (eg. sponsoring new members, etc...)
- each council member must accept the position granted by the guild leader.
- this should be enough time to gather members and create a council. At worst it would create a guild of 3.
- if no council exists after this time period, then the guild is dissolved.
4. The guild council should have the power to summon guild members to vote for a new guild leader.
a. One guild council member must put forward a petition to other council members on whether or not to summon guild members to vote on a new guild leader.
- the council member proposing the leadership change should submit who the new leader should be.
- the other council members should receive an email requesting that they report to a guild terminal to cast their vote on whether this vote should occur or not.
- if a council member does not vote, then they should be considered to have abstained from voting and only those votes placed by council members that have voted will be considered.
- for the summons to the guild members to vote on a new leader to occur, 50% of the counted council votes must be in favour of the summons.
- there should be at least a week for the guild council to vote to give them time to decide.
- if the vote for summons fails, then there should be a grace period before a council member can put forward a petition to the council for another vote like this. I'm thinking one week, but maybe longer.
b. if the vote by the council succeeds, then active guild members will be requested to vote on a new guild leader.
- guild members will be emailed a request for them to vote whether or not to elect a new leader.
- the guild members should be given a reasonable time to decide whether to elect a new leader. I'm thinking 1 week, 3 weeks max.
- if a guild member doesn't vote, they they should be considered to have abstained from voting and only those votes placed by guild members will count.
- for a change in leadership to occur, 50% +1 of the counted votes should be in favour of the new guild leader.
- if the new guild leader is a council member, then the new guild leader will then have a week to assign a new council member, otherwise the council member with the lowest senority on the council will be removed.
- if a change in leadership occurs, then all guild members will have their allegiance set to the new leader.
5. Guild leaders and council members should have the option of stepping down from their position in the guild.
- the council should be able to assign a new guild leader at this point.
- if the new assigned guild leader is a council member, then the new guild leader will then have a week to assign a new council member, otherwise the council member with the lowest senority on the council will be removed.
- if the council fails to assign a new leader, then the guild member with the highest senority in the guild will be assigned leadership if they accept.
- if the council fails to assign a new leader and no member wants to be leader, then the guild is dissolved.- the guild leader will have one week to assign a new council member if it was a council member that stepped down. Otherwise, the council member with the least amount of senority on the council will be removed.
6. The set allegiance system should remain in effect, with a twist, to allow for guild members to completely revolt against the current leadership.
- guild members will be allowed to set their allegiance to another guild member or themselves, and that allegiance will remain intact unless there's a change in leadership. After which the guild member can change their allegiance again.
- if 50% + 1 guild members set their allegiance to another guild member (including council members), other than the current guild leader, then the current guild leader and the council will be kicked from the guild and the member that has 50% + 1 of the members allegiance will become the new guild leader.
- if the new guild leader is a council member, (s)he will not be kicked from the guild.
- the new guild leader will then have a week to assign a new guild council (min. of 2 council members).
- if no council exists after the new guild leader has been in power then the guild is dissolved.
- all guild members will then have their allegiance set to the new guild leader, but will be able to change their allegiance afterwards.
- guild leaders and council members should not be able to view who has declared allegiance to whom.
7. One PA hall should be considered the primary guild hall and the property of the guild and not the person establishing the guild.
- the guild leader may set another guild hall which is owned by another guild member as the primary guild hall with the consent of that guild member. The old guild hall then becomes the property of the guild member that gave consent.
- the PA hall should show how many items exist in the guild hall, which is what city halls currently don't do.
- primary guild halls should be allowed to hold more than 250 items, or have the min item limit defined by the number of members in the guild. (example. 100 guild members times 10 items per guildie, would allow for a guild hall with 1000 items).
- maintenace for the primary guild hall will be paid for from the guild fund (refer to number 9 below). If the guild fund reaches 0, then every guild member will bear the cost of maintenance of the guild hall from their own bank and personal balances on a per guild member basis on a weekly basis. If no guild member has any credits, then the guild dissolves.
8. Guild leaders may declare their guild multi-factional, imperial, rebel or neutral.
- guild members should be informed via email that the faction of their guild has changed.
- guild members should then be given time to comply with the new faction settings or be automatically removed from the guild. I'm thinking 3 to 4 weeks.
- basically... it should be enough time for the guild members to either revolt against the leadership or for the council to summon the guild members to vote for a new leader if they aren't happy with the guild leaders decision on declaring the faction of the guild.
9. Guilds should be allowed to maintain a guild fund.
- the amount a guild leader can withdraw for guild uses should not be limited, the way cities currently are.
- guild members should be informed when the guild leader makes a withdrawal from the guild fund.
- guild members (or guild leaders) should be informed when a donation to the guild fund is made, and by whom.
- the guild leader should be able to assign membership dues for the guild members to remain apart of the guild.
10. Guild leaders should be informed when a guild member has been inactive for more than a month.
11. Guild members that have been inactive for 2 months will be automatically removed.
- for regular guild members, this is to prevent the number of guild members from becoming bloated.
- if the guild member is a guild leader or council member, then they will be considered to have stepped down and the rules for number 5 will apply.
- all property of the inactive guild member should become property of the guild. Their credits will automatically be transferred to the guild fund. And the guild leader will be given special admin rights to the inactive guildies lots (eg. house, PA hall, harvesters) to loot them for the guilds (or his own) purpose for a period of one week. After which the items and lots will be destroyed. The guild leader should be emailed waypoints to where the inactive guildies lots exist so he can loot them ![]()
12. Guild members should be allowed display their guild title.
Some of these ideas came about because changing guild leaders in large guilds with inactive guild leaders is an adminstrative nightmare. Some are my own ideas. And some are suggestions I've heard from others (mainly number 12).
Once again, please post your comments or add to these proposals.

No, some guilds like to run their guild with only 1 person at the head and this would just make them have a democratic and some guild leadersmay not what to run Deomocraticy andthsi would just make them do that.

Yup... I see your point. The only reason I added this part was incase guild leaders go inactive. That way it would be easier to get a new leader via the council. But yup, I see your point.
with regard to PA halls being the property of the guild:
This would only work if the PA hall lots fere taken down to 0 otherwise you would just be screwing over the holder of the hall even more than he is now. Some guild leaders use the GH instead of houses and making the storage dependant on members would screw guilds of mates that maybe only have 10 or so people in the guild.
basically my idea here would be to try to make one PA hall kind of like a civic structure. The way that city hall is currently a civic structure and it doesn't take up any lots for the person that layed it. I'm thinking that allowing a guild hall to be transferred into a primary guild hall would allow guilds to move easier, or allow the primary guild hall to be moved somewhere easier in the case that the leader/guild wanted it moved.

Guild leaders should have the option of which type of guild structure they wish to use. Having a set structure, such as a Council, should not be forced upon them. However, having the option to set up a Council type leadership would be very nice. Personally, my guild is run with a Council and I would love the ability to actually delegate them the ability to set permissions like the leader can (Of course, still have a set leader that would be established through the normal allegiance process). It would make life a lot easier.

I don't necessarily agree with this. That would prevent the body of the guild from declaring a new leader themselves and make the Council 'all powerful' and also 'our way or the highway' since a regular member would not longer be able to have their say without the approval of a Council. I feel that the current method for allegiance should remain, all be it with a few changes.

I do agree that a Guild leader (Or Council members, etc.. in your proposal) should have the ability to step down when they decide it is time to leave. I believe that as guild leader, they should have the ability to /transferleadership to another individual of their choosing as their last official action in the guild. It's only fair that the leader or founder be able to originally choose who will suceed them in the future. However, to prevent abusing the normal allegiance process, the /transferleadership command would only be able to function say every 10 days so that if the guild disagrees with who is leader, they can vote someone else before they can flip leadership to stop it.

I don't agree with the former person being 'kicked from the guild.' But other than that, the current allegiance system works just in that manner. I suppose some of these ideas could be included should a Council format be available to choose from, IE you choose what happens when the guild votes in someone else, but overall I don't think it would be necessary as whomever is voted in would be able to remove the former person if they chose.

The problem with this is that you will begin to see more guilds pop up with the minimum number of people required so people can have free storage space. While you or I may not do this, there will be a good portion of people who do and abuse the system and thus the Developers would not be willing to do this. While it is a very nice idea, I don't think its feasible because of the possible abuse. You could however try to tie these benefits to 'if the guild has X members' but then there is the issue of what happens if the number of members falls short one week and the PA hall reverts and the owner doesn't have the lots? It would take a lot of work for something like this to happen to prevent abuse and other problems, but it is a nice idea.

I do like this idea very much. The ability to have a guild officially declare for their faction would be quite fun in game. If they declared Imperial, all members must be Imperial or Neutral. Rebel, they must be Rebel or Neutral. Neutral, all members must be neutral. The system should also check when new members join to make sure they follow the factional rules of the guild. And the leader should have an option of setting the time allotment for the faction settings to take place rather than it be a set time frame.Rather than being automatically kicked, the person not meeting standards should first be sent an email, along with the leader, then after another short period he/she would be removed from the guild.

This is something that we've been wanting for quite some time. A sort of 'guild vault' if you will. A place where maybe depending on guild size you can store credits / items for the guild to take freely and add to. The leader should have the option to set a limit for how much can be withdrawn per day or per time and it should be open to all members to borrow funds, not just the leader. I do agree that everyone in the guild should be emailed upon anyone taking funds so that no one person can abuse the system without being caught doing so. This should be an ability that would be toggled via permissions to give access or revoke it.

If this were possible, I think it would be very nice to add in. Have the system email the leader of the guild when a member has not logged in for one consecutive month.

If this were to be implimented, I think this should be the leaders responsibility to choose whether it automatically happens or whether he/she does it themselves. The reason being is because sometimes you know the person will be inactive for a while but they will be back, if this were automatically done then you couldn't keep them in the guild. It should be an option though.

/agree. It should be visable at least on their examine window. I also feel that profession titles should only be visable there as well (So the screen isn't cluttered with titles, etc.. That's just my opinion though.

Yup... I agree, I think your comments and another posters comments would make more sense. In retrospect, allowing the guild leader to decide on the form of governship could be moreinteresting. It could more accurately reflect how organizations/countries/companies/etc... work. If they want a dictatorship, let'em have it. If the leader feals that council would be better, let him have it.![]()

Well... I tried to address this in the 6th part of the proposal, where the guild members could revolt against the council and current leader. So the set allegiance thing would still remain in effect. One of the reasons I made this kind of proposal is because if the current guild leader becomes inactive, then the council could get the membership to vote on a new leader. Personally I find alot of guilds/cities decide who's going to be leader in advance and then get everyone to vote for them. However, sometimes guild members become inactive too. Some people play once a day, some once a week, some once a month, etc... But because of the way the current system is set up, you might have to kick half your guild out to get rid of an inactive leader just to get enough people to set allegiance for a new leader. I guess I should've mentioned that I can't really see a council of 20 people for a guild of 100 people. I would imagine maybe, at most, there'd be a council of 6 or 8. But I think that would be left to the common sense of the guild leader, that he/she wouldn't too many on the council. Guess this is where that phrase, 'To many chiefs, not enough indians' might apply.

LOL.. I threw this one to add a bit of drama to the game
However, there are the rare occasions when a guild leader peeves off most of the guild members, but the guild members enjoy being amongst each other. This part of the proposal wouldn't prevent those that were kicked from the guild from being readmitted from the guild though. Plus, it would kind of give the guild leaders a heads up as to how well they managed the guild.

The reason I suggested this, as mentioned in posts by many others, is that for a structure that takes up 7 lots, you should be able to hold more than 250 items. It takes away from a characters ability to participate in the game when they only have 3 more lots to play with. In the case of, if the number of guild members fall below a certain value to support the number of items in the guild hall, perhaps it a mechanism could be implemented where the guild leader (and/or council) are emailed that they have one week to achieve a certain number of members in their guild or face the deletion of items in the guild hall based on when the items were dropped in the guild hall.
With regards tofree storage, I think that's where things would have to be thought out more by the Devs. I mentioned, as an example a guild of 100 members times 10 items per guild member. That's more of a generalization on my part. Perhaps it might be a mathematical formula something like:
Number of Items in Primary Guild Hall = ((number of guild members /2) * 20)
Also, this value should only apply to the primary guild hall, not just any guild hall that a player lays down.
But also, I was thinkingthere should bejust one primary guild hall that could serve the purposes of the guild (the same way city hall works). That way the person that established the guild isn't affected adversely in the game by not being able to lay harvesters, erect houses, claim their veteran rewards, etc... A guild leader should be able to participate with the full 10 lots everyone else has. Some guilds like to reward their members with special items, like a full set of comp. armor., maybe a full set of BH or RIS armor (if they're lucky to acquire that many rare items and/or rich enough to get it), weapons, loot, clothing, etc...
