It will become harder to find members when things are in shape and elaborated unless you are far enough that people find it cool. If you have many members, your guild will be known which works for you. You should do everything to get out of the dead zone in between. Leave the concepts open unless you have a solid member base, then make the concepts solid.

He had a lot of good suggestions right there. I find that one of the best methods is word of mouth or by actually playing with people. It's much better to recruit someone after you know them rather than just random recruiter. I've found over the years you get much better quality people this way.
I'd suggest you organize events and things for your guild, even if it's a simple hunt. Invite random people from cities to go with you and as you play, see who you like and who you don't. Then try inviting the ones who did play well with your group. It's a slower method for sure, but usually has the least attrition rate after. Posting on your forums should help generate a little interest too and you could still screen people by playing with them before sponsoring as well.
