I don't see anything wrong in hiring some help. For instance, a guild could only be allowed one (1) bounty at a time.
I know it can be a problem with guild wars, since everyone become "red", as you say. But then again, if you first want to go to such a drastic step as a guild war is, I think you should know the consequenses. It IS tough - but that doesn't mean it has to work against the system, griefing etc. In my guild, we had this problem and found out we wanted to end the war. So we did that - cause every guild has the option to end a war whenever they want to. But it should perhaps be easier for people to understand how they "challenge" another guild, and how they end a war if they want to. The way it is now, it can be a little difficult understanding the interface you see in the guild hall.
