We've been toying with ideas on Kettemoor to improve the GCW as best we can as players. One option was the creation of "factions" made of quality and respected guilds. The three factions would of coarse be Imperial, rebel, and criminal. Imperials would declare on rebels and criminals, rebels would declare on Imperials and criminals, and criminals would declare on rebels and Imperials. We will of coarse have set rules for non-combatants, jedi, safe zones, buff lines, cloning centers, etc. But the war will be RP driven, with POIs and both NPC and player cities as objectives. Has anyone tried anything like this yet?

As long as rules were put into place, you could certainly roleplay that type of arrangement but it would be very difficult to manage due to that there is no way for the system itself to set the rules. And for it to work the way you were planning, everyone would have to declare war with each other RP faction. All Rebels vs Imperials / Criminals. All Criminals vs Rebels / Imperials. All Imperials vs Rebels / Criminals. Just be careful of the non combatants and those who don't want to take part, that's my only suggestion.
