The guild got disbanded cause we did not have enough members we go back the next day and try to access the guild terminal to restart the guild and it doesn't work

So are we screwed and have to buy a whole new hall?

If a guild is disbanded due to lack of members the owner of the Hall should be able to restart the guild via the guild terminal. If it doesn't work, you might try redeeding the PA Hall. You should not have to buy a new one.
