Is it possible to temporarily remove or not wear the tag at all and still be a member of a PA?

I don't think so, unless you would consider being merely "sponsored" as being part of the PA.

Currently, no. Though this is a requested feature that I will be putting in front of the Devs.

I hope it doesn't go through. I don't like the idea of an Imperial player claiming they are neutral and me not having a way to tell. There is heavy PvP on all the servers, I would think, and some strong rivalries. I don't think allowing people to hide their tag is a good idea.

uh being covert means your not suposed to be able to tell if there in a faction or not; therefor, when player display a factioned guild tag while covert its rediculas. Players should be able to hide there guild tags.

True.
But those with hidden guild tags (guild covert) should not be able to attack
anyone their guild is at war with while in effect.
They should have to go back to the guild terminal and chose to go guild overt.

Would definately help out with espionage.

I agree with LordVaden. Keep guild tags mandatory. Jas, we might want to rethink this request before we place it in front of the devs.

I think it should be optional. I like to have spies, and that tag above a players name sorta negates that. Options should be open, not closed. You can, as a guild leader, forbid your members from not displaying the guild tag, but I deffinatly think the option should be available.
