We changed ours without too much trouble.



I think it's checked every week after it's formed (like city updates, but more "guildy").



If worst come to worst, don't forget that you can be a guild without a guild hall - in other words, if the guild house collapses, you're still a guild and you can just place a new hall.

We were in the same situation a few months ago, luckily I was able to wrestle control (not really, the leader founder quit the game). You need at least 51% allegiance, and each cycle (which is a 1 week cycle) it updates. you will recieve a notification mail when the leader changes.
