My guild has transferred leadership to me, via the old leaders
giving me permission and getting everyone to set allegiance to
me.

The guild management terminal agrees that this is working because
I am designated [Leader] in the list. The problem is that the guild
management terminal gives me no new options. If I select an existing
member my only option is Set Allegiance.

I've opened a ticket on this, and the CSR responded that I should
/bug it (This is clearly not a lot of help...and yes, I did then
/bug it

Does anyone have any ideas? Am I just missing something?

I'm sorry CS is being less than helpful. I suggest trying to redeed your guild hall. If that doesn't fix it try CS again, if they are still unhelpful....Have everyone declare allegience for someone else, then wait for it to switch over then declare for you again. Best of luck, let us know how it works out.

Ouch. A redeed would be difficult. I suppose we may try option #2.

Rather than redeed it why not try just dropping a second PA hall temporarily to see if you have more options at its guild terminal.

have your old leader make sure your permissions are correct.

you could be leader with no power if the permissions arent set correctly
