OK I belive I have figured out a way to improve bases. And invite cities into the GCW.
1) They may only be placed inside of a city.
-You barely see bases outside of cities anyways. (Now I would like to hear from people who do place the away from cities)
2) Cities must be faction alligned.
-Imperial
-Rebel
-Neutral
-This can be determined by the citizens.
*50% of one faction makes it that faction.
*If neither faction is more then 50% the city is neutral
3) Depending on your city faction is in what type of base can be placed.
- Neutral may place both types
- If you are alligened to a sepcific type of Faction you get a huge bounus relivent to the faction
* Imperials may get an extra100k-250k in the treasury depending on their rank
* Rebel can get stronghold after Level 3 automaticly.
* Neutrals get nothing but they can palce both types of bases.
4) The bases should now give 10% extra faction from the terminals.
5) Donating Faction pets to respwn with the rest of the troops
- This should have limit on each base
- This will be a nice experiance for newer players.
* As in my case I started with a trooper then got a commando trooper then a DarkTrooper then an ATST.
Because you can only use one pet it would be nice to donate a pet to a base and still him/her him on guard.
6) Bases may no longer be destoried.
-6 lots, 100 cr/hour,and the fp to get a base is penalty enough
* Maybe make bases 8 lots. So you can place a small-medium house still.
7) A way to make theother faction come and attack the base is an extra 5% of faction if you kill a pet in a Diffrent faction base.
Ok this will end Grinding bases. The fact there is no point in having a base. And make a better GCW while tieing citys into it. If you want nothing to do with the GCW don't place a base. Honestly this would make war better and make having a base better.
These are the cons I can not figure out to fix.
- Some people may like secret bases outside of the cities.
*maybe those can be less lots and still be destroied
And other factions will come to your city to grind and the owners may just ignore the oppising faction.
*If you ignore someone attacking you then why did you place the base? But still it may happen.
Well that is all for now. Let me know what you think.

Now I like the idea and it is well thought out. Here is the only reason I don't think something like that would happen. First I do not believe the devs would allow player cities to choose Factions. The main reason is the Imperial crack down and the time line we are playing. We are playing when the Rebellion was in hiding and the imperials were at their prime. Rebels are not suppose to be out in the open they are suppose to be in hiding. So for the rebels to be so out in the open wouldnt fit the time. Now I do understand that rebel controlled player cities can drop terminals out in the open but thats only because they can't be placed hidden. But to openly place a base would be against what is happening right now.
I'll give you a situation. My guild city on the Kauri server is about 3k North of Kor Vella on Corellia. We are mostly Rebel and a few Neutrals. How would it look for us to be able to place a base inside of our city just a few minutes from an Imperial controlled city. Now not all situations would be like ours but this is the case. Unfortunately us rebels should not have this ability. As for imperials I see nothing wrong with it but your idea applied to all.
Bases should have that hidden feeling even if everyone knows where it is.
