If you do hit the cap, chances are you have some inactive members that haven't played in a long time that you can always remove. Besides, I was in a 2000 member guild in another MMO and it isn't as fun as a 100 member guild. And in that 2000 member guild, we estimated that it only had 700 active memebers.

If I had to guess as to why there was a limit, it would probably be to prevent "Super Guilds" basically one guild of 2000 people dominating a server or something to that effect, but it's just a guess. If you actually manage to hit the cap, I'd suggest just forming a second guild to continue the growth.
