No permissions are given to new members until they complete the following tasks (which takes about 10 minutes).
1 Become a Rebel
2 Declare residency in one of our cites
3 Register on the website
4 Update your character on the Guild Roster
5 Read and follow the Charter & ROE
6 Have Guild chat working in spatial

Once these are done, they get sponsor, accept, andmail (I think there is one other one - but I can't think of it off the top of my head).

There's me with my "god-like" powers as guild leader/mayor.
My "executive officer" who can do almost everything I can (he's no mayor).
My "staff" of 5 players who are also the town's militia. They can sponser and add people.
And
My "section heads" (guild architect, guild weaponsmith, guild etc...) who can sponser new recruits.

We've got 11 (Yes, 11. Why 11? We found rank icons we liked for our message board, and there are 11 of them, but they don't look as good if you skip over anym) ranks within the guild, patterned after a corporate structure. For this discussion, the middle ranks aren't terribly important, so I'll lump 'em together. From the top down:
CEO - (me) - everything
Senior Partner/Partner - mail, sponsor, accept, kick
Senior Director/Director/Senior Associate/Associate/Senior Agent/Agent/Intern - mail, sponsor
Recruit - mail (and member is on a 2-week probationary period)
The middle ranks (with only mail & sponsor) also get different tiered rights that have nothing to with guild management commands (admin access to the hall, admin access to our storage facility, specific responsibilities within the guild, etc.).

Note, you can only do this on the entry list. It won't let you put an entire guild on the admin list, though it is something I've asked for.

I was so exited last night when I discoverd that my guild leader had given me God Like Powers in the guild...
With my Guild leader being MIA for a small amount of time (CURSE YOU WOW!!!! Give my Back my Mysia!!!) many of our Senior Members have been given the Ability to add member to the guild. and a select few the power to kick.
The Mail one nice for an active guild so that we can organize our guild hunts and other events.

I'm in MONEY MAKERS on Ahazi
Currently we have around 20-25 very active players and about 40 in membership total.
We've been around since launch and at our peak we had 80 members. At that time only a few people had recruitment/accept powers. Since the guild went up and down in membership mainly the 5 "old schoolers" have recruitment powers.

The head of the council has all rights except dsiband guild, change name and war (mainly just so that in the event i disappear someone can still run the guild and cut inactives to get a new leader voted in).
Everyone has mail and sponsor.
The admissions officer has accept so that I don't have to run back to the hall everytime a new person gets into the second phase of recruitment.
Think thats about it.
