According to the in development thread (Upcoming huge patch from Test Center), Under the combat thread I read this,

"A fix went in for an exploit involving damage over time"

Health shot 1 & 2 are DoTs. So what is the exploit? Is there a nerf going on? Anyone from Test center that is high enough for Health shot 2 testing this?

For some reason I think SOE is gonna delay the timer inbetween healthshot or something...

Yes I am an aspiring Pistoller. Working my way to Health Shot 2, BUT, if there are gonna be drastic changes to this skill, Accurate information is needed so I can decide if I wanna continue on, =P

Chances are they are just making them non-stackable.

It is a well-known fact that weapon/combat experience is calculated by the percentage of total damage done by that weapon out of the total damage done. This disallows the myth that experience is directly drawn from damage dealt. If you shoot a mob with 10k in HAM, doing only health damage and leaving it with 10k action and mind, you will get the same experience as if you shot it to 0 health, 1 action, 1 mind. This proves that experience is in fact derived from a percentile of the total damage inflicted on the mob.

What is less well-known however, is that damage-over-time "bleed shots" are not calculated into the formulae. All damage done by bleeds is not counted for when time for experience calculation comes.

What this means is that in theory ( and in practice ) one can shoot a mob with just bleed shots, and no other pistol shots, and then switch to another weapon ( for example a sword )and attack the mob once with that weapon and run, letting the bleed do all the work. Now, the game does take the bleed into effect so it sees 100% of the damage coming from the sword.

Therefore you get full experience as if you had killed the mob using just the sword.

People who are experienced pistoleers ( or other professions with bleeds ) have been using this to powerlevel their secondary weapon skill.
