ihave one of those but i cant find what skill i need to learn to use it with full DMG

Not working at the moment, not sure if it's supposed to or what. It's in our latest issues post, maybe that will turn up an answer.

seems its a skill granted to rebel factions, but ive heard its not always the case, beyond that, the cert doesnt work anyway
