That's an effective and popular PvP template, until stacking defense gets nerfed anyway. On a smuggler note, Underworld skills really suck and are not as they seem when you read the description - trust me on this. Get the Dirty Fighting skill set first - it's awesome

yeah i plan on getting the fighting ones first and i know the stacking is getting nerfed but i'd be nice to have some of the TKM abilites

While that is a good, and popular, template, I think you should try out one that I am giving a shot.

My template consists of Master Swordsman (you can be a fencer too if you want), 0044 Pistoleer, 0040 Smuggler, 4004 TKA, and 3000 Scout. Course like you said, the defense stacks are going away so the defenses gained with this wont count for anything.

Just wanted to share.

Yes, it provides a better chance of avoiding the scan ... but really ... is being scanned that bad? Most people can just take out the wimpy STs.

Its a solid template, and since we don't know for sure that def stacking is being changed go for it.
