the following formula will give the player speed needed for a given weapon speed tospam Stopping Shot/Last Ditch (slowest specials) at 1 second.
P = player speed number
W = weapon speed number
P = 100 - (25 / W)
So if I have a Weapon speed of 5, then I'll need 100- 25/5 = 100 - 5 = 95 player speed.
So if I have a Weapon speed of 3.6 (typical DE-10) then I'll need100 - 25/3.6 = 100 - 7 (round up) = 93 player speed.

That's correct. at 100 speed, you're capped, regardless of weapon speed.
So you can see why the combat upgrade is introducing the idea of windup and cooldown for special moves. If they don't change the speed formula, they have to do something to eliminate the ability to fire special moves at 1 second. Personally, I would have preferred a change to the formula that would have fixed the issue, rather than have additional timers on top of what we already have.
IMO, weapon speed was represented incorrectly from the start. The number attached on a weapon should not be the number of seconds between default attacks a player with 0 speed skillhas. The number attached on a weapon should be the number of seconds between default attacks a player with maximum speed skill has. Basically, I'm saying the number on the weapon should be the deciding factor on how fast the gun can be fired. Not having maximum skill speed slows the refire down. Using special moves slows the refire down (and yes, even at max player speed, moves would stillslow the gun down.)
Oh well, we'll see what they come up with.

yeah, it seems that I am maxxed out on speed with any of my pistols, so I should only shoot with high damage weapons.
Thanks for the calculator link.
