i currently have bh pistols to 3 and pistoleer to 1/1/3/2......now that i have the points nessicary i can either take bh pistols to 4 or take pistol techniques to 4 for fan shot....which is better??

I would do both. If you have to because of skill pointsdrop pistoleer down to 0042 and then get BH pistol 4.
Torso shot and fan shot are both great specials.
