Not sure if those are up to date, they look like it, but still unsure. For long fights I always slap all of my bleeds on (HS1/2,Bleeding Shot,Torso Shot), since 70% of the time, my bleeds still ALL stack.. After that I spam TorsoShot. Random pool attacks are decent for mid-level mobs, usually things such as NS Protectors and below, but I still think the single pool attack always out-weighs in longer fights.
EDIT: If the mob has medium armor or lower and not invulnerable(100%) to Energy, slap your Bleed Republic Blaster on to add an extra dot. Sometimes this works and sometimes it doesn't( about 70% of the time for me ).

Pool specific attacks generally are the better choice. The excepts are if its a lower level creature you can take down in one or two more powerful random ham shots, you are assisting another combat profession that can do more damage than you and is targeting a pool other than health, you are ingaging multiple targets at once(ie you are using fanshot).
Yes, healthshot 2 is currently our best damage per second health specific attack. Although if you can get bodyshot 3/Torso Shotto fire at the speed cap, it is better(you'd need some BH pistols or a very fast gun to accomplish that).
As for how often it ticks. It isn't based on gun, its based on the DOT type. I may be incorrect here but I believe:
Bleeds/Poison/Fire tick once every 10 seconds
Disease ticks once every 45 seconds.

How is Body Shot 3 better than Health Shot 2? HS2 has a higher damage multiplier. (Again, assume firing at the speed cap.)

Brain misfire
for some reason I was thinking BS3 had a higher damage multiplier on it. Anyway, yes you are correct, it would still not be as good with the lower multiplier.

What is the DoT tick timer? I've read 5 seconds, but I thought it was 20 seconds. Is the DoT tick timer different for weapons vs. specials? i.e. Does a Modified Republic Blaster's health DoT tick at a different rate than Health Shot 2 fired from any weapon?
This web site (http://killyourpc.org/swg/swg_dps.php) gives the following damage multipliers:
- Body Shot 1@ 1.5x
- Body Shot 2 @ 2.1x
- Body Shot 3 @ 2.5x
- Health Shot 1 @ 2.0x
- Health Shot 2 @ 3.0x
- Torso Shot @ 3.0x
Are these numbers still accurate throughout all the patches? Am I right in that I should be spamming Health Shot 2 and/or Torso Shot since it has the highest (assuming BH Pistols 4 so firing is speed capped)?
What are your preferences on taking down high HAM creatures? Do you prefer to slap the bleeds on them and target the Health pool? Or do you prefer to go for higher damage, but random pool attacks like Last Ditch?
