What path should I max out first, second, third, and fourth? I want max speed & damage here. Thanks people!

For pistoleers, unlike some other elite weapon classes, your speed comes from the 4th ladder. That ladder is fueled by combat xp, not pistoleer xp. Good luck maxing it first...

Otherwise the people on this board seem roughly split between the 1st and 3rd ladders. Perhaps slighly more seem to favor the 3rd.
