I took up pistoleer as my first elite profession, but then dropped it for carbineer (yeh silly me). I know pistoleers got some loving not long ago, did BS3 get fixed?

No, it didn't. Like everything else in the game, it's going to be fixed in the Combat Publish. According to SOE that is

so does bodyshot 3 work yet? last time i was a gunfighter it was busted, any change?

well, they haven't made it any worse yet....
no change, lower DPS than BS2 until you hit master level speed.
