I just got this style and haven't used it in PvP yet. Is it just a up close and personal shot?

How best is it used?

Say, health 1 then health 2 stopping shot???

It's high damage per shot, but high delay. Check out the sticky FAQ post to see how much damage/delay, and overall damage per second it does conpared to the other specials you might have.
