i've been doing a lot of testing, and this is the case. I hit for a maximum of around 900 with HS2, but BodyShot3 only gets me a maximum of around 600. what gives? I thought this was one of our semi-working specials? its also slower, i'll note.
edit:
hs = healthshot, not headshot.

i think he thought you meant head shot 2.
from what i understand, body shot 3 is a damage improvement over body shot 2, but not a DPS improvement because it is so much slower. Healthshot2 was recently upgraded slightly, and it seems to have surpassed BS3 in every way.

i realized that, its in my posts. i edited them once i realized it.
all of our tests show BS3 as at least having higher damage than HS2. HS2 is now further solidified as our best special(at least until master) since it attacks faster, lower ham cost, bleeds, and hits the health pool harder.

unless something has changed since the last time i checked this out bodyshot 3 is compleatly useless, it had higher DPS than bodyshot 2, but because its delay was so muchlonger it actualy did less damage over time, since they changed HS2 i find it outdamages them both and shoots at the speedcap, so i dont even bother with bodyshots anymore

i understand that BS3 is supposed to be slower and harder hitting, but it isn't in my experiences. it is slower and hits for LESS damage.

From all the testing I've managed, HealthShot2 is x3.0 DMG, and x1.9 DLY (compared to a normal shot). Got the DMG mod by pumping shots into my TKA/Doctor for 5 minutes, and got the DLY mod by firing a 4.0 speed CDEF 40 times and dividing the time to fire that by 40. (I didn't count the first shot since that starts the timer.) I also found that HealthShot1 was better for DPS (damage per second) that HealthShot2 at 36 pistol speed and a 2.0 pistol, since it hasn't hit the 1.0 cap yet. However you'll fire a LOT of shots like this so pistol wear will be faster. (HealthShot1 was x1.0 DLY and x2.0 DMG).
