I've found it in Pistoleer's FAQ by Jaegen88
The formula was: (WeaponSpeed * SpecialDelayMod) - (WeaponSpeed * SpecialDelayMod) * (PistolSpeed/100)
And if result < 1.0s , result = 1.0s
Can you help me with SpecialDelayMod value? What is it and where can i find this?

It's the delay modifier of the ability (special attack/special ability, I am not as consistent as I'd like to be) you are attacking with.
See delay modifier in the table. If say, specialA has a delay modifier of 2.0x, then you just plug that in.
