by the time my BH pistol/Pistoleer is done, I should have +94 pistol speed.
that means 94% faster.. right?
so if i have a 2.0 speed pistol... a 94% increase will make it a 1.1 speed?
is that how it works?

I always thought it was for every +10 speed, it was .1 off the speed. So +94 would be .94 off of the pistols speed. Im not sure if the game calculates the speed to the hundredths place. But looking at it this way comes out to the same numbers you did... just another way to look at it =p

If that logic is true....
then my theoretical Expert bounty hunter/quick draw artist
would have a +94 meaning 94% faster.
so even if I were to get a 9.7 speed pistol .. I would still shoot it close to 1.0 (assuming im not using specials)
that doesnt sound right... i wish a DEV would comment on this.

Yeah the speed cap is messed up, I don't even look at the speed of pistols anymore, they all seem to cap out.
This bugs me because I love getting everything sliced (slicing is cool!). A speed slice on a pistol is a majordisappointmet because of the cap. A rifleman benifits from either a speed or damage slice.

I believe it's a percent reduction, up to the speed cap of 1 second. So +75 is a 75% reduction. With +75,a 4 second weapon would fire in 1 second. A 2 second weapon should fire at 0.5 seconds, but fires at 1 second due to the cap, unless you're using a special that causes delay (and even then you might still be under the cap)
