I am doing a smuggler/pistoleer template in a motion to do a lot of PvPing as usual, and I was curious if these two attacks stack.

What does Reckless Shot do?
Reckless shot causes a damage multiplier of just under 1.6 (for the advanced special) at the expense of a Smuggler's defence (reducing it by at least 40 points) while using it.

So, if you shot someone with stopping shot they cannot move for so many seconds. If they are ranged, they can still shoot you. If they are melee, and you are out of range, you're safe from attack til the root wears off. So if you want to follow stopping shot with reckless shot, be sure you're fighting a melee opponent, that way the -40 defense doesn't hurt.

Reckless shot debuffsyou, not your target.
That said, if you shot me with reckless shot and I shot you with warning shot (for example) I reckon they would stack on you for -160 defence.
