Is there a noticeable differencein damagebetween a 2.13 speed pistol and a 2.02 speed pistol(exact stats except speed)?
And...Would a speed cap be more beneficial than a damage cap?

To my knowledge, a 2.13 speed means that the general shot timer will take 2.13 seconds to recycle, i.e. you will fire a ranged shot once every 2.13 seconds. If that is the case, a difference of .11 will be around 1/10th of a second faster. It's worth it if you have nothing else to gain with your gun, but in crafting and slicing you should always cap sac then damage then speed. That's the general rule unless you want a unique gun for a specific purpose.
