If i am master pistoleer does that mean that the pistol speed mods will make any pistol with speed 2.0 or less fire at once every second?

For regular shots yes...unfortunately using specials you will not fire at 1.0 for everything...check this out...

Pistols at 2.0 Play with the numbers and put your own weapon numbers in there to see how it fairs.
