No, not at all. It's just a random HAM attack with a 5.0 multiplier.
Usually you're better off using BodyShot to kill things, because only 55% of the damage from StoppingShot is going to hit the Health pool. It's always better to target a single bar instead of spreading your damage across three bars.
It does not stop anyone from running at you, if that's what you're asking. Not unlessthe target isalready weakened and an incap counts as a stop.
Gubbers too, well, most of the time... paralopes, rasps and sometimes butterflies. Wow, a very awesome shot, huh?

That's impossible, unless you were hitting a target that was knocked down and were using an uber lootpistol against an unarmed target.
1200 damage in PvP = 4800 regular damage. Since StoppingShot is a 5.0 damage modifier attack, that means you'd need a gun that hits for 960 damage. Even the best uber loot pistol doesn't hit for that much.
If the target was knocked down, then a pistol that could hit for 430 damage would suffice, if the target was unarmored. But that's an *awfully* good uber loot pistol, that's for sure.
