I think it should require you to get master pistoleer, and then have a whole new profession box.

Novice dual pistoleer.

Then a template could be Master Marksman, Master Pistoleer, Master Dual Pistols.

Of course this would have to be one of the best templates in the game as the dual profession would increase accuracy and speed respectivly to negate the neg mods of dual wielding, and then eventually greatly increase our numbers to around 225 accuracy raise our melee and ranged def. to around 80.

Dual pistols isn't nearly enough of a change to warrant an entire new class dedicated to it.
