Does these two specs affect pistols as well, I would assume so since the pistols are carbine. Just wanted to make sure.

So for example: you could train up into one carbine specialist tree as a pistoleer and gain some advantage(carbine speed and accuracy) over a pistoleer who has not?

pistols are not carbines. they are 2 different classes of weapons in the game, so the answer is no, the skills affect only their respective class of weapons.
