Point Blank Area 2 does absolutely nothing in an area it only works on the creature you are using it on for me...Anyone else have this problem?

It is a widely known bug. One that we would like to see fixed. I actually just retested it a couple of days ago to make sure it was still broken. Sometimes the developers are sneaky with those patch notes...
