Is stopping shot working as intended, is it supposed to break upon the next attack or after a certain time limit as it is now?

I hope its working as intended, ever time I use Stopping Shot my target is rooted for a certain amount of time (depends on how Improved Stopping Shot is) and when that time limit is reached, my target then unroots and can then move.

Yea, without Stopping Shot I don't think I'll be doing Pistoleer. Can you put this high on the list?

AFAIK, Stopping shot is supposed to disable movement but still allow attacking or healing, which is exactly what it does and what it says in the description.

Unlike the Smuggler Concussion shot, which doesn't allow attacking, healing or moving, but is supposed to break upon damage. Again, as stated in the description.
