I've sent a creature running for the hills at point-blank range, many times. When you use Threat/Warning shot, smash /peace right after it turns to flee. Using my 1.8 pistol, at 1.0.0.1 the pistoleer tree, I actually have to warning shot, and as soon as it fires, hit peace, before I have time to see if it worked. Otherwise I'll fire another shot right after it.

If you warning shot and it starts to turn, and you shoot it again, it breaks the fear most of the time. It's easy to do this accidentally with a pistol. After a warning shot, let it run to 40 or 50m before opening fire again, giving you several shots before it gets to the 20-30m range and it's time to warningshot again.

And my warning shot seems to be about 75% effective. That still means that getting 2 fails in a row is only about a 12.5% chance, plus I can still miss. I plan on needing 1-2 shots to get it turned around, sometimes it takes 3. From casual observation, I feel that after I've landed my first Warning Shot, the others are much easier to apply.

I just got a 73-155/1.8 Scout Blaster (damage sliced) and good lord is this thing great. With just BodyShot2 I'm ripping through 500xp mobs in seconds. I haven't actually done any grinding on Pistol XP for a few days, as I've been focusing on Weaponsmith lately, and I gained over 100K pistol xp just running out to harvesters and fwazapping everything along the way.

I have also noticed that warning shot SEEMS more effective at longer ranges than at shorter ranges.

But it still works at short range.
