i was thinking it would be cool if you got pistol tactics 4 for pistoleer you could use two pistols but not be able to use advanced attacks like overcharge shot and would not be able to fight with two pistols on mounts

Nah, keep the specials. Just limit the dual wielding pistol thingy to guns that both combined do about as much damage as one kick ass gun. Like limiting it to only using scout blasters or something.
