Is there a speed cap for pistols if i have Master Pistoleer and Master BH?

if you are a desperado/master pistoleer you will speed cap wth everything, its like +124

The speed cap is at +100. At BH Pistols 4/Pistol Stances III you have +103. This means that you could use the slowest special in the universe on the slowest pistol in the universe and still be able to spam it at 1 shot per second.
