Can anyone explain how these skills work? If a player has 100 pistol accuracy and 15 pistol accuracy while standing, is the player's accuracy adjusted to 115 while he/she is moving? From way back in beta I thought we were penalized for moving and this mod made up for that penalty. Is that still the case? How much are the accuracy penalties for standing or moving?

Yes, we are more accurate when moving as a pistoleer since it adds the additional accuracies on top. Personally I find the best way to shoot stuff as a pistoleer is with a slow walk thus keeping me in roughly the same location but putting me into motion so my accuracy is higher.

In my slightly limited experience, by moving around in PvE you also decrease their to-hit-chance on you. I've recently started running around in circles while I camp the DWB and I'm pretty sure I'm taking considerably less damage by the stuff I camp (... SBD's that luck out with three head hits in a row still bugs me though...), without seeing a decrease in my accuracy (then again, I've got BH accuracy aswell).
I havn't done proper testing, as I'm mostly more interested in surviving than testing, but it seem to work.

So, wouldboth thestanding bonus& moving bonus at the same time, or does the standing bonus only apply if we're motionless?

That I'm unsure of. I think the standing bonus only applies when we are not moving though. However, we have a higher accuracy while moving mod than standing mod, so, regardless if they stack, you should be moving.
