Actually, I'm pretty sure that the /aim command is in the first box of Ranged Support tree in marksman. It doesn't have a HAM cost from what I remember, and just takes a bit of extra time to get your next shot off instead of taking a whole combat round away. While this may not be useful in regular combat for a pistol, it is useful if you ever find yourself "sniping" with your sidearm. Having both a rifleman and a pistoleer, I can say that it's much more useful to Riflemen with Cover Shot than it is to pistoleers.
I use it most often from 60-64m to land a good bleed, either to get some damage on the mob or to do the fall back & bleed split tactic for multiple social mobs. That said, not sure how much I would value even a +14 tape since I rarely miss while prone + aim, even at 60m, and if I do I have at least 2-3 more chances to hit before the mob even notices I'm shooting at it...

The pistol aiming stat is tied to the /aim command from Marksman (gained in the Ranged Support line, 2nd box I believe). When you use it, your next attack will be more accurate. However, it takes a combat round and I'm pretty sure has a HAM cost. Since it only boosts your accuracy for the next attack, the command is pretty worthless. Dilune, the Marksman correspondent, is heading that charge.

the aim command is for pvpto bust throughdefense stackers, best used when kneeling and aiming. It gives a pretty small boost compared to carbines or rifles though, so it might not be as worth while. Since pistoleers have such crummy defense, it's worthwhile to run around to decrease your chance of getting hit, and hope one of your many attacks hit.
