I am rather puzzled and have always been on how bleeds work.
From the grinding guide link:
If you lay prone at around 60 meters, you can fire a bleed (Health Shot 1 or 2), /peace, stand up, and run out of range (to around 100m). When the first tick of damage occurs, the single target you bleeded will engage and run toward you, but his buddies won't. This is the preferred method of splitting up social creatures who aid one another in combat.
Itried this several times and it never worked like that. I'll fire a health shot 2 have it hit for 600 damage on aquenker at which point he and his buddies all agro immediately and charge. I did go to peace mode immediately after the shot so it wasn't a second shot that caused agro. After standing up and fighting them for a little bit there's a bleed that occurs of about 100 - 120 damage. I have also noted that when using health shot 2 I get a consistent 500 - 600 damage. Body shot 2gives me 400 - 500 damage. (was using a scatter gun at the time)
so my questions:
a) Is that bleed working like its supposed to? (I am clueless here)
b) Why would a bleed shot do MORE damage than a body shot of same level?
c) is it better than body shot 3 as well?
Mostlycurious as I have a ways to go before I get to much else in the way of specials having just begun playing with pistols.

Yep. I couldn't quite figure out what you did wrong, but bleed-pulling worked just fine last time I tried. Only thing I can think of is that it has something to do with creatures: I can't ever remember doing it to a creature, but I do it too Nightsisters, Black suns, and recently siths all the time.
b) Why would a bleed shot do MORE damage than a body shot of same level?
'cause we are, as a profession, really broken. Healthshots beats bodyshot for DPS constantly. There's no point whatsoever to even try using bodyshot, no matter what level it is, because the available bleeds do more damage.
c) is it better than body shot 3 as well?
Yes. A master pistoleer without speed tapes/BH skills has Healthshot2 as most powerful single pool attack. (If you can fire stopping shot at the cap, which will usually require SEA's or BH mods -even though it's a random pool - it's usually the better option)
