Was the de-10 dropped from pistoleer tree? If so why?

its still at Master Pistoleer from the description on the pistol on TC5. there are several Certs that can not be found in any tree, im sure its just a bug.

OK, now I look like a noob...


Wrote a nice answer and the realised that I'd either clicked the wrong thing or the damn frog was bugged when I go this gun.
