If the Combat Upgrade does as it's supposed to, every profession should have its place in both PvE and PvP. People should be choosing their professions based on what they want to do, and not on what is good or bad. Pistoleer in the CU will be a crowd control-oriented profession, with special abilities that will be able to limit the enemy's offensive power (Intimidate shot will cause the enemy to do less damage, disarming shot will cause the enemy to not be able to attack for a short amount of time, etc.).

Of course, I'm assuming you mean after the CU. If you mean in the current game, then no, pistoleer isn't that good in PvP.

try this out... do master pistoleer and get the BH pistol line for some very fast attacks, not to mention the use of the Scatter Pistol
