I recently got all the pistol specials (except for the master pistoleer ones) and here are my impressions from the ones I've experimented with.
Smuggler Line:
Feign Death: Very useful, but don't hotkey it next to anything you need often.
Low Blow: Good, especially as an opener in a 1-on-1 fight
Panic Shot: The delay is nice because it's an area delay, but don't use it if there's another mob in the line of fire or your problems get a lot worse.
Last Ditch: Excellent Damage, but very slow. Save for the kill shot.
BH Line:
Bleeding shot: Low damage, but the DoT stacks with the two Health Shots.
Eye Shot: I like it as an opener. Spamming it seems to be a very efficient 1-on-1 kill in PvE.
Torso Shot: I've been experimenting with alternating Torso andEyeShot a few times, and then attacking thehealth pool that's worst offafter my opening volley.
Pistoleer Line:
Body Shot 3:Seems to do less damage than HealthShot2. Is itjustmy impression?
Double-Tap: Again, it seems to do less damage than HealthShot2. Does it really hit twice? I can't tell from my combat log.
Fan Shot: Nice, if you can get multiple targets to line up for you (takes some maneuvering), but relatively low damage.
Stopping Shot:For me, it seems to hit a random pool, but hits health more often than the others. VERY nice attack.
Melee Defense2: The HAM cost seems insane (about 4x the other specials), considering the amount of damage it does. I can't tell that it applies a state either.
I could do the math on them, but I do math all day at work. Do these impressions seem to line up with your own experiences?

Here you go, let me take a look at the pistoleer ones for you...
Pistoleer Line:

Superceeded and made redundant by healthshot 2.
Double-Tap: Again, it seems to do less damage than HealthShot2. Does it really hit twice? I can't tell from my combat log.
Useless Random HAM special.
Fan Shot: Nice, if you can get multiple targets to line up for you (takes some maneuvering), but relatively low damage.
Yay for Fan Shot! It works and it's great, apart from having trouble with mobs on a Y-axis. Random HAM and cone of fire.
Stopping Shot:For me, it seems to hit a random pool, but hits health more often than the others. VERY nice attack.
Random HAM highest damage attack. Useful.
Melee Defense2: The HAM cost seems insane (about 4x the other specials), considering the amount of damage it does. I can't tell that it applies a state either.
Broken, completely useless. Use MeleeDefense1 instead, it does a KD.

For more info, have a play with this.

Some things to note:
* Bleeding stacks so using bleeding shot. healthshot1 and healthshot2 will add as much bleed as you can dish out.
* Torso shot doesn't stack so once you land it move on. Also try to use torso shot with your higest damage pistol because the tick is a % of the weapons damage. This is very nice with a 510 max damage scatter!
* PistolmeleeDefense1 will work at the cost of your weapons condition. If you use this and knock a target down use stopping shot or last ditch for max damage.
You can make a macro that adds pistol states which is great to open up with. Here is an example of mine:
/healthShot2
/healthShot2
/healthShot1
/healthShot1
/bleedingShot
/BleedingShot
/torsoShot
/torsoShot
/eyeshot
/eyeshot
Enjoy!

I can comment on the smuggler and Bh ones since pistoleer has been discussed:

More useful as get more comfortable with it. Some people think it's a cheap way out but it's used to cheat death so use it that way. Try bleeding and torsoshots then FD and you can save a lot of condition on your guns, and go get a soda
Low Blow: Good, especially as an opener in a 1-on-1 fight

Will comment on these together. In PvE nothing beats these two together, IMO. The delay sticks even when dmg is done so you get 10 seconds of pounding while the mob is KD. A /lowblow, /panicshot, /lastditch spam will kill all kinds of stuff. In PvP /lowblow is great for getting a melee off of you and /panicshot is just annoying as you can delay an entire group.
Last Ditch: Excellent Damage, but very slow. Save for the kill shot.
Last Ditch shouldn't be slow if you have the BH line. It has a x6 damage modifier and a stun effect which really hurts the bad guys. I use it a lot not just for the kill shot
BH Line:
Bleeding shot: Low damage, but the DoT stacks with the two Health Shots.
It is my understanding that this is a random bleed pool shot, meaning 3 shots could make all 3 pools bleed. Low damage but a possible 3 pool bleed is worth it.
Eye Shot: I like it as an opener. Spamming it seems to be a very efficient 1-on-1 kill in PvE.
Spamming this is good in PvP as well. This also carries with it the blind state.
Torso Shot: I've been experimenting with alternating Torso andEyeShot a few times, and then attacking thehealth pool that's worst offafter my opening volley.
Setting people on fire is just meanIt stacks excellent with many other pistoleer specials so I think its a viable shot to use.

While it's true that it doesn't stack, there's still a potential benefit to spamming it a few times: The fire tick is based on the highest-damage Torso Shot that was fired, so chances are that you will get a higher tick if you shoot a few of them. This makes it appear to stack, when it's really just overwriting a previous DoT. You don't have to worry about overwriting a higher tick with a lower one--that doesn't happen.

And as Uthyr discovered, the damage of your Torso Shot tick is equal to 60% of your hit's actual damage. So whip out your Krayt Geno, or Scatter, or whatever you have when spamming Torso Shot.

Ren (and Lunatic_Magnet) is right--use a high-damage pistol if you want to get a good tick. Also, add the word "initial" before "Torso Shot tick" in Ren's post above.
The ticks increase by a constant increment with each tick.

And remember you can stack a total of 5 healthbleeds and a fire DOT on one single person. It's a wonderful thing.
/healthshot1
/healthshot2
/bleedingshot
/torsoshot
modified republic blaster DOT = 105
E11 carbine DOT (just auto fire, you should be able to use it with Master Marksman) = 150

My opener is generally
/lowblow
/healthshot2
/healthshot1
Until they are down. Once down:
/lastditch
The way the hit locations are done, you will hit healthpool most, so lastditch is a fine attack at the speed cap. The reason to shoot the bleeds while the target is down is because they will hit for more and thus tic for more. The highest bleed counts.
The killshot is generally
/healthshot2;
/deathblow;
because you are targetting the health pool and this hits it specifically, and does alot of damage.
Speed cap makes all the difference. At +74 speed, the lowly kipupshot is actually pretty good DPS with slower guns. The DE 10, in the hands of a master pistoleer does it's best damage by /fanshot at +74 speed. A 0020 BH/master pistoleer/smuggler 0040 will be at +99 speed and will do more with lastditch.
The other thing you can do PvP wise is to get a decent mind DOT pistol, and use it and Fanshot as an opener in big PvP fights. Support your riflemen.

Right now my best DPS attack with an unpowerupped pistol is... Healthshot 1! For some reason that just cracks me up
