The general idea being that a damage powerup will add 30% to the Min Damage on the gun to give you the total + damage.

I just tried to find out how the damage bonus from damage powerups is calculated.

When you apply a 30% damage powerup to a weapon then the added damage to your weapons maximum damage will be calculated from your minimum damage.

I tried it out with a 29.25% damage powerup on a 469-979 max damage weapon. It was given +137 max damage from the powerup which is the result when you calculate 469 * 0.2925.
