What is the deal? This is way too much. Energy weapon's should cauterize flesh anyway, only melee weapons should make people bleed.

Why? You seem to suggest this is an RP thing. In which case it makes no sense at all.
People hit with lasers (or hypothetical magnetically sealed plasma bolts for that matter) suffer serious burns, blood loss, and death.
If it is not an RP thing, then what gameplay reason do you have?
The amounts can always be tweaked, and medics need a way to cure dots, but not sure where you get this 'dots shouldn't happen' thing from?
