I hate to tell you this, but there is no real answer to your question.
There is no such thing as a speed cap anymore, although there is a point of diminishing returns with speed improvement. This is a result of there being warmup and cooldown timers for nearly every action ingame. The problem THERE is, the point of diminishing returns may not be the same for everyone, or every template. And considering that pistols come in a wide variety of speeds, and each template has a completely different set of speed mods, I dont think we can answer your question.
My advice would simply be to do your own testing and see what you think. As you acquire pistol and general ranged speed tapes, you will find that there is a point where you dont care about the speed of your pistol below a certain point anymore. Instead you will just want more damage. That is what I experienced, and what a lot of others that I have conversed with have experienced. For me the PoDR is somewhere aroung 1.5 modified speed. I ran some tests with my speed mods, applying them a bit at a time, and I found that once my modified speed on a weapon drops below 1.5, I fire about as fast as I ever will. The improvement is so remarkably slight that I started ordering all of my carbines maxed out on damage and with the lowest SAC cost possible.
Like I said though, that is for me. Might be different for you. Good luck!

since it doesnt look like you are getting master marksman i would recommend tryin to get your hands on
at least a little more speed and accuracy...
the difference (for me) b/w 120 speed and 140 speed is 0
i dont shoot any faster at 140 speed...but i do believe my timer moves quicker (could be in my head)...
now accuracy is extremly important for a pistoleer...
nothing pisses me off more than wasting my root with a missed shot...
my accuracy is around 240-250 (depending on the gun im using)...
im still lookin for more accuracy ca/aa (want at least 300+ acc)
adding more speed/accuracy is a must for any pistoleer that can not fit master marksman into their template

to answer your question i would put speed b/w 120-130
accuracy b/w 250-300+
melee/ranged def as low as 200 per to as high as 350
just my opinion
