On the delay times for specials, is that a delay for the next special attack or an attack of any kind?
For example, I have a 1.5 speed pistol, I expect to take a shot every 1.5 seconds. A special has a delay of 4. Will I stop firing for 4 seconds after the special, or fire normal attacks until that timer expires?

the special speed is a multiplier.
so with a delay of 4 and a 1.5 pistol, you will have a base of 1 shot every 6 seconds. speed mods are what increase this.
where's that speed equation when you need it...?
