I have read that the pointblank area 1 is supposed to be limited to 7m, however in testing I was hitting at up to 15m away, and also, sometimes it will be displayed above a targets head that it was hit (head hit, body...etc) but no damage will have been caused. even at 1m or less. Has anyone else found this to be true? or is it a known bug?

CM's are like nukes. You have them just incase you need them, but as soon as you start using yours the other guys start using theirs and everything goes to hell
