Been using BS3 a bit in PvE now (giant baz nitches and rancors) to see how it measures out overall, and I have to say, its not as bad as alot of people claim. My StoppingShot does 2-6k damage, but random pools. As for BS3, it hits pretty stable for 1500-2000 dmg to me, an always health. Compared to BS2 which does 300-1300 damage, I'd say the improvement is pretty decent. I rip through a rancor faster with BS3 than I do with StoppingShot, simply because Stoppingshot WILL hit different pools on several hits. Not all that bad at all, I'd say.

The "Health DPS multiplier" for is 2.5, that for SS, 2.75 (which is the 5X multiplier for stopping shot with the portion that does not hit Health taken off). But since BS3 is so much faster, it is usually better in PvE -- basically, a Master Pistoleer, +74 Pistol Speed needs a 1.1s Pistol or better to switch from BS3 to SS (over a 1.9s Pistol, use BS2 instead).

Of course, a non-Master Pistoleer is usually better off with BS2 than both.

The long answer:
