I was just wondering how you determine if you will reach the speed cap with a given weapon using a given special. Is there any website or tool that does this? I saw some DPS calculators in the FAQ, but that is not really what I am looking for. For example if I am using a 2.4 speed pistol and using stopping shot what pistol speed do I need to shoot at 1 shot per second?

well, most DPS calculators will tell you what speed you will be shooting at, so you can use that. Just input different speeds and see what is gives you. Try the DPS calculator at:

It will tell you what speed you are going to shoot the weapon at. Hope this helps
